The Lane County Human Services Division operates Energy Assistance and Weatherization programs.

Lane County partners with local social service 
agencies to deliver a variety of Utility Assistance Programs as well as a Weatherization program.
  
 

We try to keep this page updated with current information.  Depending on your utility company, you may qualify for more than one program.  

The LIHEAP waitlist opens each month on the first business day at 9:00am. Please select this link for all LIHEAP waitlists.

LIHEAP For All Heat Sources

  • Low-Income Home Energy Assistance Program (LIHEAP) is a program provided to help households at or below 60 % Area Median Income that heat with electricity, natural gas, heating oil, wood pellets, wood or propane.
  • The program is seasonal and winter services are available beginning November. Funds are disbursed on a first-come, first-served basis.
  • Qualifications
    • Applicant must live in the household
    • Account holder must live in the household
    • Households must meet income qualifications for their household size
  • Households will place themselves on ONE waitlist and will then be offered both programs at once.

LIHWAP - Low Income Household Water Assistance Program

The LIHWA program in Lane County has closed..

At this time there is no additional funding for LIHWA assistance anticipated.

EPUD Customers

ERAP will open in Spring 2024.

EMERALD RATE ASSISTANCE PROGRAM (ERAP) –
Program is funded by EPUD to help special customers with their energy bill.  This program is available to EPUD households that meet the income qualifications and have one of the following criteria:  A household member with a permanent disability, and/or age 60 or over, households with children 17 or younger.  Participants will receive $300 credit to their EPUD account over a 4-month period at $75 per month; this credit will only be applied towards current charges.  Participants must fill out and sign an ERAP application.  Program starts in the spring.

NORTHWEST NATURAL Customers

OREGON LOW-INCOME GAS ASSISTANCE (OLGA) – Program is funded by Northwest Natural. This program is available to all Northwest Natural (NWN) customers who meet the income qualifications. The OLGA program provides a one-time payment that is applied directly to the applicant’s NWN account.

PACIFIC POWER Customers

OREGON ENERGY ASSISTANCE PROGRAM (OEAP) – Program is funded by customers of Pacific Power.  This program is available to Pacific Power customers who meet income qualifications.

WEATHERIZATION

The Lane County Human Services Division partners with the Homes for Good, our local Housing Authority, to provide home weatherization services throughout Lane County.  The Weatherization program assesses homes for weatherization needs and installs insulation and windows and seals heating ducts. The weatherization program is designed to assist Lane County residents at 60% area median income or below or below 200% of the federal poverty level, both owners and renters, to reduce energy usage in their homes.
