December 20, 2023:

House Bill 2192 (link embedded) becomes effective on January 1, 2024. This bill relates to state regulations for Farm and Forest Zone replacement dwellings. Please see the Planning Director's Advisory regarding the changes to state law made as a result of HB 2192.

August 29, 2023:
On August 29, 2023, the Board of County Commissioners passed Ordinance 23-05 to allow ADUs on Rural Residential zoned properties in the rural areas of Lane County. The approved Ordinance can be viewed  here. The application form can be found here. Additional information can be found here.


Temporary Rules in Response to 2020 Wildfires:

The Oregon  Land Conservation and Development Commission adopted temporary rules amending seven divisions of Oregon Administrative Rules (OAR) chapter 660. The amendments are intended to assist communities with ongoing efforts to accommodate shelter and interim housing needs for individuals who have lost their homes or are otherwise displaced due to the effect of catastrophic wildfires on Oregon’s built environment. These rules allow for additional, temporary housing outside urban areas for a period 36 months. A county may grant two additional 12-months extensions upon demonstration that the use remains necessary. Lane County staff are working on application forms that contain these temporary provisions.

**Submitting an Appeal**

Starting July 6, 2021, appeals may only be submitted via mail or delivered to our front lobby. A notice of appeal must be filed with the Director prior to the end of business (4 pm PST) on the 12th day after the date the notice of decision is mailed.


All appeal submittal requirements and deadlines still apply.
  



Previous Announcements

August 31, 2023:

The floodplain freeboard elevation requirements adopted by Ordinance 20-07 on October 12, 2021, will take effect on September 7, 2023 pursuant to Lane Code Chapter 16.244(5)(xii). Applications for development received after that date for all new construction, substantial improvements to existing structures, and certain utilities will be required to have the lowest floor elevated two (2) feet above the Base Flood Elevation Level, or three (3) feet above highest adjacent grade where Base Flood Elevation data is not available. Wetland & Riparian Inventories/Natural Resources Study for Springfield UGB Expansion Areas:

Lane County is working with our Springfield partners to consider options for protecting the wetlands and riparian corridors in the areas where Springfield’s Urban Growth Boundary (UGB) expanded. This expansion was acknowledged by the State in 2019, and these areas are now in Springfield’s land use planning jurisdiction. An update to the Springfield Natural Resources Study will complete the project. This Study will reflect the Board of County Commissioners’ and Springfield City Council’s preferred approach to managing these water-based resources based on various possible levels of protection.
